Memorandum of settlement reached
between the A.B.I.T.A., T.A.I., A.T.P.A. & B.C.P. and their workman
represented by the A.C.M.S. at the conciliation Proceeding held by the
Labour Commission, Assam on 26.9.1967 at Jorhat Circuit House.
Adhoc Agreement between A.B.I.T.A.,
A.T.P.A.., B.C.P. and Assam Chah Mazdoor Sangha:
Food grains Crisis Allowance
1. In view of the present and to the
compensate workers in the event of rice/paddy supplied form Government
falling short of requirements is agreed that an allowance to be called the
Food grains Crisis Allowance will be paid to all workers and their recognized
dependents.
2. There will be three Food Zones as
Follows:-
Zone A: A.B.I.T.A, Zone- I, - plus Sonari & Nazira Circles.
Zone B: A.B.I.T.A., Zone II, - Less Sonari,
Nazira and Nowgong Circles.
Zone C: A.B.I.T.A., Zone III- Plus Nowgong,
North Bank and Else-where in the Assam Valley.
3. In event of rice/paddy
being totally unavailable for issue in any one week workers and their
recognized dependents will receive the following Allowances in lieu of the
Rice ration entitlement::
Zone
I & II
Zone III
For workers Rs. 1.08 Paise- RS. 0.83paise
For adults dependents} Rs. 0.80 Paise - RS.
0.63 Paise
For Child dependents } Rs. 0.40 Paise - Rs.0.32 Paise
4.In the event of the supply situation only
allowing an issue of 500g. Rice/paddy in any one week workers and their
recognized dependents will receive the following allowances in lieu of the
balance of their Rice Ration entitlement:-
Zone I & II
Zone III
For workers Rs. 0.73 paise Rs. 0.62 paise
For adults dependents Rs. 0.55 paise Rs. 0.47 paise
For Child dependents Rs. 0.28 paise Rs. 0.24 paise
* The Zone C figures are subject to
conformation by Assam Chah Mazdoor Sangha.
5. The above rates of compensation are in respect of a full 6 day
working week and will be reduced in the case of workers only prorata for any
lesser period worked in accordance with the existing practice/agreement.
6. If the full cereal ration of 3.26 Kg. is
accepted by workers regardless of the proportion of rice and atta, then no
compensation allowance will be payable.
7. Despite this provision for the payment
of compensatory allowance, it is understood that gardens will continue to
issue rice/paddy as the existing
practice may be at the rate of 500g or 1 Kg. per worker per week, with
dependents prorata as and when supplies are received form Government.
8. This agreement shall commence form the
ration week ending 30th September, 1967 and shall remain in force until
ration ending 2nd December, 1967.
9. This Agreement will not be used as a
precedent by either party in any future negotiations and shall not mean conversion.
