MEMORANDUM OF SETTLEMENT

SHORT RECITAL:

   

The ACMS had been demanding revision of the plucking rates applicable to daily rated workers engaged in plucking in Tea Estate of Brahmaputra Valley, the last revision having been effected on 9th April, 2010. The issue of improvement of productivity was discussed at length and after protracted discussions the following settlement was reached by and between the parties at the Meeting held at Dibrugarh on 18th March, 2013.

 

TERMS OF SETTLEMENT:

 

1. It is agreed that the minimum plucking task of ticca period would 23 kg to 24 kg form the plucking season of 2013.

 

INCENTIVE:

                   

2. With view to improving productivity, the incentive/extra leaf pice would be enhanced for output above minimum ask of 24 kgs, in three slabs, as follows form plucking season 2013

 

       a) 25 kg to 30 kg @ Rs. 1/- per kg.

       b) 31 kg to 35 kg @ Rs. 1.50/- per kg and

       c) Above 35 kg @ Rs. 1.75/- per kg

 

DISINCENTIVE:

 

1. It has also been agreed that disincentive for output below 24 kg minimum task in the form of deduction will be the mirror image of the incentive slabs narrated above.

 

2. The Additional compensation being paid to factory workers during ticca period would be revised to Rs. 5 per day with effect form ticca period commencing form plucking season of 2013.

 

3. The existing rates of plucking commission payable to sarders as applicable to individual estates shall not be affected by this agreement.

 

4. Both the parties expressed their concern about growing absenteeism and have resolved to jointly address this issue.

 

5.  This Agreement will be deemed to be a "Settlement" as defined in Section 2(p) of the Industrial Disputes Act and will be binding on the parties as provided for Section 18 of the said Act.
