SHORT RECITAL
In pursuance of a decision of the 33rd
Session of the Standing Labour Committee, Assam held on 23rd August, 1973,
the Wage Negotiation Committee met at Shillong on 14th, 15th & 16th November
'73 and arrived at a settlement on question of wages for workers in the Tea
Industry in Assam to replace the current wages which are operative upto 31st
December '73, in terms of the settlement dated 1st October '70. The terms of
present settlement are as follows:-
1. With effect form 1.1.74, the following increases in daily wages of
daily rates workers shall be given. Assam Valley Cachar District Adult workers
20 p
18 p Child workers 10 p 9 p
2. The present rates of Dearness allowance and variable dearness
allowance will remain unchanged. The question of unfreezing the variable
dearness allowance may be agreement to be effective on the expiry of the
present agreement.
3. The employer's
representative agreed to consider the demand for relief in consideration of
the sharp increase in prices during 1973. It was agreed that the following
lump-sum payments based on attendance, including authorised paid leave,
during the period st September, 73 to 31st December, 73 shall be made.
(a) Daily rated workers.......................................................................................Rs. 15.60 p
Child workers will be paid half of the
above mentioned amount.
(b) Clerical, medical and technicians
(Artisan A. B. & C.).......................................... Rs. 64.00
(c) Subordinate Staff and other monthly
rated staff................................................ Rs. 36.00
Payment based on attendance during
September and October. 1973 will be made by 10th December, 1973. The balance
shall be paid by 15th January, 1974.
4. The increase in the wages of clerical
medical staff and technicians (A, B, & C. grades) and subordinate and other
monthly rated staff form 1.1.74, will be negotiated bilaterally, between the A. C.K.S., A.C.M. and
I.T.E.U., C.C.S.U. on the one side and the Employer's Organisations on the
other. If no settlement is arrived at by 31.12.73. the matter will be
referred back to the Wage Negotiation Committee.
5. Sub-Committee
consisting of the following shall examine the possibility of divesting new
suitable schemes for plucking rates to be effective during 1974season.
Until the finalisation of the proposed schemes will be given the increases
mentioned in part 1.

6. (a) This agreement will cover the period upto 31st December, 1974.
(b) During this period the workers and the
unions will not raise any industry-wise dispute in respect of the
issues covering in this agreement
(c) The terms of this agreement will
continue to be binding on the parties concerned unless they are replaced by
a fresh agreement.
