Agreement Regarding Gradation of Subordinate Staff in
Grade III of the Wage Board scale With A.B.I.T.A.

Staff- The Wage Board included the following categories to be covered under subordinate and monthly rated staff. (i) In grade I, categories of employees like overseers (had munshies) head foremen and A4. A5. B3 x and B4 x in the Dooars, should be included. (ii) In grade II, categories of employees like head chaprasis, head baidars, senior hospital attendants, senior medicine carriers, Sirdars in Assam. nurses without nursing certificates and midwives without nursing certificates but locally trained and A2, A3 and B2 x categories of employees in Dooars, should be included. (iii) In grade III, categories of employees like line and factory chowkidars, gate chowkidars on permanent posts, garden chowkidars with 15 years service as such, chowkidars already monthly rated, dakwalas, jugali, Sirdars, if receiving commission, nursing attendants, dressers, untrained midwives (dais and categories of employees such as A1 And BIX and CIX and table IV Grade I in the Dooars down to a "Storeman" and other workers at present in service on monthly rates. Similar categories in Assam should also be included in this grade. As the categories covered under grade III in Assam were not exhaustive. The Sangha reached the following agreement with the Association bringing some more categories of workers under grade III scale of pay. (a) Water Supply Attendants: It was agreed that those who supervise the raising of water by Engine/Electric Power and who are responsible for the piped water supply should be granted subordinate Grade III, Ordinary Tube well attendants and unskilled persons shall not be given subordinate grade III. (b) Oilman/ Switch Board Attendants: These workers shall be granted subordinate grade working grade III, where they are employed and working whole time on these jobs. (c) Jugalis of Fitters And Carpenters: These workman shall be placed in subordinate grade III, provided they have done 10 years of service and provided they are considered fit for such post by Management. such employees on being placed in subordinated grade III, they shall be designed as junior Fitters and Carpenters. (d) Stencilers and Stockers: These workmen shall get 50 paise as pay of the post in addition to the daily wages. The additional amount (50 paise) shall be paid only during the period they are employed on these specific jobs. (e) Office Boys/ Peons. Painters, Box Makers, And Fencing Mistris, Welder Jugalies:No agreement could be reached on these categories of employees, but it was agreed that where they are already on monthly rates of pay and on whole time jobs they should be granted grade III scale of pay as per recommendation No.4. (26) (d) (iii) of the Wage Board (f) The above agreement will come into effect immediately and the Unions; demand for retrospective effect could not be settled and was left for further negotiator.
