This demand was raised by the Union at the State Standing Labour Committee meetings and several rounds of bipartite discussions were held between the Employers and the ACMS. Although the employers were reluctant to take on the liability to permanent workers, which is an essential perquisite of resident workers, the Employers' Representatives at the eventually considered extending this benefit to the no-resident permanent workers. At the bipartite metting the Employers Representatives explained to the Union the difficulties in procuring firewood and requirested the Union to accept cash in lieu of firewood as and when offered by the management. Accordingly a settlement was arrived at on 11/5/1988 as follows: Terms of Settlement: 1. The total quantity of firewood ration per annum per non-resident permanent workers family will be 150 cft. with effect form the cold weather seasion 1988-89 2. The non resident permanent workers shall be paid cash compensation in lieu of firewood whenever management is unable to supply firewood. The rate of such compensation will be two third of the rate mutually agreed in the gardens for a resident permanent workers family. 3. Where the management provides firewood to the non-resident permanent workers the conditions laid down in para 2 of the Memorandum of Settlement arrived between the Employers Associations and the Assam Chah Mazdoor Sangha on 10/11/79 in regard to supply of firewood will be followed. 4. Allotted firewood will be carried by the workers form the factory or any other suitable site within the garden at own cost. 5. The above terms and conditions shall not affect existing arrangement and non-resident permanent workers which are more advtheir antageous to workers.
