Mr. P.Ekka " 15.Mr. C.R.Kurmi " Short recital of the case: The Union demanded that the pay scales of the Subordinate staff should be revised to maintain the daily rated workers and the salary of the subordinate staff. They stated that not only the differential has narrowed considerably, but if a daily rated worker was promoted to the category of a sub-ordinate staff (chowkidar/ Sirdar) and given the starting rate of wages of Grade III, he would, in factor, get less than what he was getting as a daily rated worker. Bipartite meting were held between the Employers and the Employees representatives on 17th July, 1981 and 21st August, 81 and a settlement was arrived at within the frame-work of the existing scales of pay on the following terms: 1. On Promotion form daily rated category to the sub-Staff and Other Monthly Rated worker grade an employee will be fitted in the appropriate level of the scale of pay to ensure that his total pay (Basic+ DA+VDA) is less in any way than the daily rate of wages. 2. If any member of the Subordinate Staff and Other monthly Rated worker category as a result of the revision of the wages of the daily rated workers was in receipt of salary/wages (basic+ DA+VDA) less than the daily rate of wages as on 1.2.80., the shortfall shall be made up by placing him in the appropriate stage of his pay scale form the date such shortfall had occurred. 3. The payments as mentioned in clause (2) shall be made to the employees concerned on or before 31st October,1981 4. All employees in the categories of Sub-Staff and Other Monthly Rated worker having one year service or more as on 1.7.1981 will be given two incensement in their respective scales of pay with effect form 1.7.1981.
