SHORT RECITAL:
The tenure of the industrywise agreement
dated the 10th Feb. 1977, supplemente4d by the Memorandum of Settlement
dated the 20th November, 1678, on wages for the daily-rated workers in Assam
Valley expired on the 31st January, 1980 and the Assam Chah Mazdoor Sangha
demand revision of wage-rates with effect form 1st February, 1980
Accordingly bipartite negotiations took place between the Assam Chah
Mazdoor Sangha and the Employers Associations on 7th March, 8th April,
12th and 13th May, 17th June and 24th july,1980 at Dibrugarh. In course
of the discussion the industry's representatives pointed out the
difficulties of the uneconomic gardens with special reference to gardens
falling under the United North Chachar and Mikir hills (Karbi Anlong). The
matter was discussed at length and the Union stated that they are not averse
to any discussion in case of any uneconomic garden
with a view to finding a solution. Finally an agreement on the question
workers of the tea gardens in the Assam Valley was reached on the 24th July,
1980 on following terms: 1. There
will be an increase in the rates of daily wages of the workers as follows:

Form 1.02. 1980 to 31.01.1981 92 Paise Per day
46 Paise per day
Form 1.02.1981 to 31.01.1982 92 Paise Per day
46 paise per day
Form 1.02.1982 to 31.01.1983 92 Paise Per day 46 paise per day
2. The above increases in wages shall be
added to the rates of daily allowance for plucking as provided in
industry-wise agreement on plucking rates dated 9th October, 1977. However,
for a full-day rates of wages shall be paid to the workers. The
payment of the above increase in wages will commence form the 11th August,
1980.
3. The arrears accruing out of the above
mentioned increases in wages for period 1st Feb. 1980 to 10th August, 1980
will be paid in two instilments as follows: uneconomic garden
with a view to finding a solution. Finally an agreement on the question
workers of the tea gardens in the Assam Valley was reached on the 24th July,
1980 on following terms:
(a) The arrear wages form 1st
February, 1980 to 15th April, 1980 shall be paid not later
than31st August, 1980
(b) And the arrear wages form 16th April,
1980 to 10th August, 1980 shall be paid not later than 31st December, 1980
4. This agreement will cover the period
up to 31st January 1983 and the Union agreed that during the
pendency of the agreement the workers and the Unions will not raise any
industry wise demand or dispute in respect of the rates of wages for the
daily rated workers in Assam Valley.
