SHORT RECITAL :
The Unions have been demanding for sometime
the employment of additional workmen on the permanent rolls on the grounds
that the area under tea and the crop have increased. This matter was also
raised in the 35th, 36th, and 37th Session of the State Standing Labour
Committee held on 3.5.76, 9.12.76 and 21.8.78 respectively. While
re-interaction their stand that a demand for employment of labour or crop-labour
ratio is not acceptable, the employers have is not indicated their
willingness to offer permanent employment to a certain number of person on
an adhoc basis . Following a series of meetings between the parties the
matter was finally settled at a meeting at Dibrugarh on 20.11.78 on the
following terms and conditions.
Terms of Settlement
Without prejudicial to the views of either
party in this matter and to any rights conferred by agreement, award
or low:-
1. Tea Estate in Assam (including Cachar)
will offer permanent employment to 25,000 persons in addition to those
preferably drawn form suitable unemployed persons will be decided by the
Employers Associations and it is agreed that a statement showing the garden
wise appointment of this additional labour force will be furnished to the
Union within 30th June, 1979
2. Any problem that may arise in
implementing this Agreement on any estate will be resolved by mutual
discussion between the parties to the agreement.
