Memorandum of Settlement arrived at in course of the Wage Negoating Committee Meeting held on 11th and 12th March , 1974 at Gauhati.

SHORT RECITAL

In persuance of the Clause 4 of the Memorandum of Settlement dated 16.11.73. Bilateral discussion between the employee's Union and Employers Association were held on various dates, no agreement was arrived at during these discussions; the matter was referred back to the Wage Negotiating Committee; which met on 8th and 9th February, 1974. and on 11th and 12th March, 1974 and arrived at a Settlement on the following terms.

THE TERMS OF THE PRESENT SETTLEMENT ARE AS FOLLOWS:-

With effect form 1st January 1974 the existing scales of pay of the Clerical and Medical Staff and Technicians (A.B.& C.) will be revised as under:-

1. (a) The new basic pay will be the total  of the present basic  pay and the existing D.A. of 17.5% of the basic pay.

(b) On the new basic pay resulting form the above a fixed D.A. of 10% will be paid.

(c) The V.D.A. will remain at the present level of 18% of the new basic pay for the year 1974.

(d) For the calender years 1975 the V.D.A. will be granted at the rate 0.4% of the new basic pay per point rise in the average increase in the All India Consumer Price Index number during the  calender  year 1974 and 1975 subject to the maximum of 20 point rise in any of these calender years. Any excess over this limit in a year will be carried forward to the subsequent year.

2. All employees covered by the Agreement will get their annual increments in the new scales of pay on 1/4/74, 1/4/75 and 1/4/76

3. Subordinate and other monthly rated Staff.

With effect form 1.1.74 the existing scales of pay of the subordinate and other monthly rated staff will be revised as under:-

New basic will be total of the present basic pay and the existing D.A. of 17.5% of basic pay. On the new basic pay a fixed D.A. of 14.5% will be paid.

V.D.A. will remain at 13.5% of the new basic pay for the year 1974. For the Calender years 1975 and 1976. V.D.A. will be granted at the rate of 0.3% of the new basic pay per point of rise in the average increase on the All India Consumer rice Index Number during the calender year 1974 and 1975 respectively subject to the maximum of 20 point rise in any of these Calender years. Any excess over this limit will be carried for ward to the subsequent year.

Annual increments in the new scales will be payable on 1.4.75, and 1.4.76.

4. This agreement will cover the period upto 31st December, 1976.

5. During this period the employees and the Unions will not raise any Industry wise dispute in respect of this issues covered by this Agreement.
